A Town Hall Forum to Discuss Proposed Community Mental Health Budget Reductions 2/26/14

Posted on 12, Feb | Posted by AMurowany

The Oakland County Community Mental Health Authority (CMHA) and MORC and CLS-Oakland agreed to a four-year service contract last September. Beginning on October 1, 2013, the Michigan Department of Community Health (DCH) announced that it would “re-base” or “re-distribute”current (FY14 and beyond) Medicaid dollars evenly across the ten Michigan “Pre-paid Inpatient Health Plans” (PIHP), which in our case is the Oakland CMH Authority. The bottom line is that the Oakland County CMHA must cut a total about $14 Million dollars over FY14, which translates into about $9.2M for services for children and adults with developmental disabilities.

The Oakland County CMHA, has pledged to use reserve funds to cover the first half of this fiscal year. On April 1, 2014, MORC is being directed to reduce its second half FY14 funding by approximately $3.3 million, and CLS-Oakland must do the same totaling about $450,000.

Services may be in jeopardy. Become better informed!

Beginning on October 1, 2014, the Oakland County CMHA may have to cope with a full year of budget reductions from the State of Michigan. The current projections for such reductions could be approximately $9.2 million for services on behalf of children and adults with developmental disabilities.

The Arc Reacts to the U.S. Supreme Court’s Decision on the Affordable Care Act

Posted on 5, Jul | Posted by AMurowany

Washington, DC – The Arc released the following statement in response to the U.S. Supreme Court’s decision to uphold the Affordable Care Act on June 28, 2012.

“People with intellectual and developmental disabilities have been waiting for generations for the insurance reforms put in place by the Affordable Care Act. Today’s ruling removes any doubts that the law Congress enacted should stand and will benefit millions of people with and without disabilities. It ends discriminatory insurance practices and makes health coverage more affordable and accessible – important protections which too many people with disabilities have been deprived of for too long.

“But the ruling is not perfect for people with I/DD. The Arc is concerned that disallowing the federal government the ability to withhold Medicaid dollars from states that don’t expand their program to cover more of the uninsured might mean that people with I/DD who would have benefitted from the expansion could be left behind. Medicaid is an incredibly important lifeline for people with I/DD, providing health care and long term services and supports.

“We will carefully watch how states react to this development and encourage our advocates across the country to put pressure on their state leaders to do the right thing and expand their Medicaid program,” said Marty Ford, Director of Public Policy for The Arc.
